The Clerk is the Principle Officer of the council and is responsible for ensuring that the councils’ activities, decisions and procedures are carried out in accordance with the law and with due regard to any council standing orders currently in force. The Clerk is reponsible for compiling agendas and producing accurate minutes of all council meetings. The Clerk is also responsible for ensuring all council decisions are acted upon and monitored to their conclusion and for dealing with all correspondence.
In most parish councils (including Glaisdale) the Clerk is also the Responsible Financial Officer (RFO) and is responsible for the finances of the council and maintaining accurate accounts as required in law. This entails dealing with all income and expenditure, producing statements of account and preparing accounts for internal and external audit, liaising with District and County Authorities, Auditors, HMRC and any creditors/debtors that the council may have.
The Clerk does not have any ‘voice’ in the council proceedings, ie. he can not raise matters for consideration by the council, nor can he engage in, or interfere in any discussion or decision making in relation to any matter being discussed (other than to advise on matters of legality or procedure).
